We invite your feedback on our 2023-24 Budget Cost Recovery Implementation Statement (CRIS).
Your feedback will help us understand our stakeholders’ views on current cost recovery arrangements.

About the CRIS

The 2023-24 Budget CRIS provides information on the application of cost recovery activities, including financial and non-financial performance measures. It contains financial estimates for the current  budget (2023-24), and three forward-year estimates (2024-25 to 2026-27). 

The CRIS provides information on how we implement existing cost recovery for the provision of a range of services under the Navigation Act 2012 , Shipping Registration Act 1981, Marine Safety (Domestic Commercial Vessel) National Law Act 2012, and other Acts. 

AMSA recovers costs through cost-recovered levies and fees for the: 

  • provision of maritime navigational infrastructure and regulation to support safe ship navigation in Australian waters (excluding within port boundaries) 
  • environmental marine protection, prevention, and combativeness 
  • seafarer and ship safety (primarily under the Navigation Act 2012) 
  • ship registration under Shipping Registration Act 1981 
  • marine services under the Navigation Act 2012 and 
  • domestic commercial vessel safety marine services (National Law fees). 

The current 2022-23 fees for the various services are visible on our website.

This CRIS does not cover domestic commercial vessel safety regulatory activities, currently funded by a combination of Commonwealth government funding and contributions from state government jurisdictions.  

Please note, this consultation relates only to existing cost-recovery charges for 2023-24. An independent review of service delivery, operating costs, and funding options of the National System is currently underway. The National Law Review will provide separate opportunities for public consultation.

Making a submission

You can make a submission using AMSA’s online feedback system.  

You are invited to provide feedback and comments on the consultative 2023-24 Budget CRIS, as well as existing cost recovery arrangements.

Feedback received via this consultation will be published in a consultation report on our website prior to 1 July 2023.

The final CRIS will also be published on AMSA’s website prior to 1 July 2023. 

When does the consultation close?

Submissions can be made any time until 11.59pm Sunday, 18 June 2023.
