New Marine Order 71 relating to STCW master and deck officer qualifications

The new Marine Order 71 (Masters and deck officers) (MO71) will commence on 1 July 2024.

MO71 is issued under the Navigation Act 2012 and establishes:

  • The standards of competence and other requirements for qualifying as a master or deck officer.
  • The implementation of the International Convention on Standards of Training Certification and Watchkeeping (STCW).

Changes to the new version of MO71:

  • Removed ability to issue Master less than 24 metres foreign going certificate.
  • Updated and clarified transitional arrangements relating to the expired Marine Order 3—Seafarer Certification.
  • Updated to reflect the naming of new certificates of competency in Marine Order 505 (Certificates of competency—national law).
  • The new marine order is easier to read.
