Certificates affected by STCW amendments

Due to amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers 1978 (STCW), refresher training is required for some certificates.

Based on the Manila amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers 1978, as amended (STCW), it has become a requirement that seafarers demonstrate continued competency by undertaking refresher training for a range of certificates.

This includes some STCW certificates.

What does this mean?

This means your STCW certificate may have expired on 31 December 2016 including:

  • Certificates of proficiency as rating
  • Certificates of safety training
  • certificates of competency.

You must revalidate your certificates by completing the required sea service and AMSA approved refresher training. If you do not have the minimum sea service, you must complete the full STCW courses relevant to your certificate.

How to revalidate your affected certificate

Certificate of safety training

With sea service

You must complete continued competence training in:

  • Fire fighting and fire prevention (basic)
  • Personal survival techniques
  • endorsement for Security awareness training (if you already hold an endorsement, there is no need to repeat it).

Without sea service

You must complete the full courses in:

  • Basic fire fighting
  • Personal survival techniques
  • endorsement for Security awareness training (if you already hold an endorsement, there is no need to repeat it).
Certificate of proficiency as integrated rating

With sea service

You must complete continued competence training in:

  • Basic fire fighting
  • Proficiency in survival craft and rescue boats other than fast rescue boats
  • endorsement for Security awareness training (if you already hold an endorsement, there is no need to repeat it).

Without sea service

You must complete the full courses in:

  • Basic fire fighting
  • Proficiency in survival craft and rescue boats other than fast rescue boats
  • endorsement for Security awareness training (if you already hold an endorsement, there is no need to repeat it).
Certificate of proficiency as chief integrated rating

With sea service

You must complete continued competence training in:

  • Advanced fire fighting
  • Proficiency in survival craft and rescue boats other than fast rescue boats
  • endorsement for Security awareness training (if you already hold an endorsement, there is no need to repeat it).

Without sea service

You must complete the full courses in:

  • Advanced fire fighting
  • Proficiency in survival craft and rescue boats other than fast rescue boats
  • endorsement for Security awareness training (if you already hold an endorsement, there is no need to repeat it).
Complete a training course

Certificates of competency

With sea service

You must complete continued competence training in:

  • Advanced fire fighting
  • Proficiency in survival craft and rescue boats other than fast rescue boats
  • endorsement for Security awareness training (if you already hold an endorsement, there is no need to repeat it).

Without sea service 

You must complete the full courses in:

  • Advanced fire fighting
  • Proficiency in survival craft and rescue boats other than fast rescue boats
  • endorsement for Security awareness training (if you already hold an endorsement, there is no need to repeat it)
  • compete the relevant revalidation course.

How to apply

You need to complete Seafarer form 419 and lodge at a participating Australia Post retail offices.

Apply after 1 July 2016 and within six months of your certificate expiring and receive a five-year certificate plus the additional unexpired months on your certificate (up to a maximum of six months).

Once you have submitted your complete application please allow up to 28 days for your certificate to be issued.
