About Marine Order 71 and the proposed changes

Marine Order 71 (Masters and deck officers) 2014 (MO71) relates to standards of competence and other conditions to be satisfied to be a qualified master or deck officer under the Navigation Act 2012. It also gives effect to the International Convention on Standards of Training Certification and Watchkeeping (STCW).

This review is not intended to result in significant changes. The changes include:

  • Removing the ability to issue Master under 24 metres foreign going certificate. This certificate has not been issued since 2016 and is no longer required.
  • Updating and clarifying transitional arrangements in Division 3, relating to the expired Marine Order 3—Seafarer Certification (MO3).
  • Updating the naming in Marine Order 71, where required, to reflect the naming of new certificates of competency in Marine Order 505 (Certificates of competency—national law).
